Where should drainage behind a Seattle retaining wall discharge?

The distinction matters when comparing bids. ‘Four-inch perforated pipe behind wall’ describes only one component. Without pipe slope, transition to solid conveyance, cleanout access, catch-basin requirements, outlet elevation, connection approval, and overflow behavior, the scope does not establish a functioning or maintainable route.
SDCI's geotechnical-report guidance says site-specific reports may provide recommendations for retaining walls, drainage, slope stability, foundations, seismic design, and shoring. Director's Rule 5-2016 goes further for projects within its scope: geotechnical recommendations address temporary and permanent surface and subsurface drainage, dewatering, off-site effects, grading, earthwork, and wet-weather considerations. Seattle Public Utilities defines a service drain as a privately owned and maintained side sewer carrying stormwater runoff, surface water, subsurface drainage, or other unpolluted drainage water. Director's Rule 4-2011 defines a subsurface drain as a collection system for drainage water or groundwater from an underground area, including drains along the exterior or interior footings of a building or structure. What Seattle's rules say about common outlet ideas
A generic detail cannot select an outlet for a particular property. Elevation, available public infrastructure, combined or separated sewer context, soil infiltration capacity, groundwater, ECA status, property rights, and downstream impacts can all change the route. When a side sewer permit enters the wall project
SDCI's retaining-wall page states that a side sewer permit is required when drainage behind a wall connects to a side sewer. SPU's permit page covers new, altered, repaired, abandoned, removed, or capped drainage side sewers connecting to public sanitary, combined, or storm infrastructure. The exact permit type depends on the work and existing system. The property owner remains responsible for private drainage components, while the permittee or owner is responsible for required permits.
When the connection appears only as a later allowance, bids may be pricing different projects. The defined scope identifies whether the route uses an existing service drain, requires a new or altered pipe, crosses the right-of-way, needs an approved contractor for public-side work, or depends on a catch basin or other structure. It should also name responsibility for design, installation, future access, cleaning, repair, and inspection before trenches and connections are covered.
Director's Rule 4-2011 states that tightlines from subsurface drains to a catch basin are inspected as part of the side sewer permit. It also says subsurface water must pass through a catch basin before public-system or watercourse discharge. A plan that labels only the perforated pipe and city main leaves the regulated connection between them unresolved.
Why Tip 321 dimensions do not apply to other wall systems
Tip 321 dimensions apply to its specific prescriptive rockery and should not be copied automatically behind concrete, segmental block, soldier-pile, timber, or another engineered wall. Regardless of wall type, the project still needs a collection detail connected to a documented outlet that is suitable for the site and permitted where required.
Who observes drainage before it is buried
Director's Rule 6-2016 separates observation responsibilities. Its minimum geotechnical special-inspection table says special inspectors verify perforated footing, wall, and underslab drains. SDCI site inspectors observe solid pipe and connections to City infrastructure. The same table includes excavation monitoring, structural fill and compaction, soil-bearing verification, and system-specific wall or rockery observations.
Not every project receives every special inspection, so use the permit and approved plans to create the actual hold-point list. At minimum, the construction schedule should identify who must see subgrade, drainage material, perforated pipe, solid conveyance, catch basins, connections, fill placement, and final grading before each item becomes inaccessible.
Photographs are useful project records but do not replace a required City or special inspection. Collect approved changes as well: if groundwater, unsuitable soil, a blocked existing pipe, or a different outlet appears during work, document the designer's response and any permit revision before covering the condition.
A drainage scope homeowners can compare line by line
Comparable bids begin with the same design information. Where design is incomplete, investigation and design can remain separate from the construction commitment. Otherwise, a low drainage allowance may simply exclude the lawful outlet, excavation to reach infrastructure, side-sewer work, restoration, or inspection included elsewhere.
