Seattle measures wall height from the bottom of the footing—even when it is buried—to the top of the wall for its published permit conditions. How wall type changes the budget

The face material is only one cost signal. A segmental or Keystone-style block wall may need a reinforced soil zone extending behind it. An ecology-block wall uses much larger units and needs lifting access. Cast-in-place concrete adds footing, steel, forms, placement, curing, and finish decisions. Soldier piles and tiebacks shift work toward drilling, utilities, structural members, anchors, testing, and sometimes property-right questions.

Seattle treats rockeries separately. SDCI says the design must either be prepared by a geotechnical engineer or comply with the prescriptive standards in Tip 321. Do you need a retaining-wall permit in Seattle?

You avoid a construction permit only when all three SDCI conditions are met: the wall or rockery is four feet or lower measured from the bottom of the footing to the top; the parcel does not contain an environmentally critical area; and the work will not damage adjoining property or structures during or after construction. SDCI gives a wall at the property line as an example where damage potential may mean a permit is required. Confirm the boundary rather than relying on a fence line.

ECA is a major budget branch, not a minor disclaimer. SDCI says a retaining wall or rockery of any height on an ECA parcel must meet specific requirements or obtain an exemption, and its retaining-wall page says these structures are not eligible for the small-project-waiver path. How much do permits, engineering, and tax add?

SDCI does not publish one retaining-wall permit price. Its fee page says cost depends on project size and complexity, work value, additional permits, review time, inspections, and technology fees. Use the current fee estimator only after the scope is developed. If a project qualifies for Subject-to-Field-Inspection, SDCI says the plan-review fee is 40% of the amount calculated in the estimator—not 40% of the whole project or necessarily of every permit charge.

Cash flow matters too. For a building permit with plan review, SDCI says 75% of total plan-review and permit fees is due when the application is accepted; final fees are calculated after review and must be paid before issuance. City building and site inspection costs do not include separate special-inspection charges. Ask the design team which inspections and field observations are city fees, consultant fees, or contractor allowances.

Washington tax belongs on the comparison sheet. The Department of Revenue says custom-construction prime contractors generally collect retail sales tax from the landowner on the gross contract price, and labor is not deducted from that taxable total. It also says a quoted selling price is presumed to exclude sales tax unless the tax is separately itemized; the words ‘tax included’ are not enough. Require the proposal and each progress invoice to show the job-site tax rate and dollar amount as a separate line before comparing totals.

How Seattle weather and access change the schedule

Seattle's rainy season is not a blanket ban on winter wall construction, but it can change planning. SDCI requires a grading-season extension for grading or soil disturbance from November 1 through March 31 in a landslide-prone area—such as a steep slope, known slide area, or potential slide area. A second trigger can apply outside those areas when SDCI restricted grading as a condition of permit issuance, often because the project involves substantial grading. SDCI accepts extension applications on or after October 1 and says not to submit one until the construction permit has been issued. The application charge is one hour of review time and is nonrefundable; additional review is billed by the hour if needed. SDCI gives about two weeks as its review target, so the extension should not be treated as a last-minute winter approval.

The owner, contractor, and geotechnical engineer of record must sign the application. Supporting material includes a site plan showing runoff and erosion controls, the construction schedule, and a signed geotechnical letter approving the plan and schedule, addressing safe wet-weather work, and stating that the proposal will not adversely affect the ECA, the site, or neighboring properties. If approved, SDCI requires a meeting before work begins.

Even outside that specific extension, rain changes production and protection. A bid should say who covers exposed soil, manages muddy access, pumps or diverts water under the approved plan, repairs erosion controls, and carries schedule risk after storms. Limited equipment access can amplify every one of those tasks. Ask bidders for a wet-weather plan and the dates assumed in their schedule rather than treating season as an unwritten contingency.

Consider a hypothetical 40-foot replacement with four feet of visible face, level backyard access, no mapped ECA, and no structure directly above. Bid A is $42,000 and includes demolition, structural drawings, permit coordination, drainage to an identified outlet, soil export, inspection support, a separately itemized sales-tax rate and amount, and basic landscape restoration. Bid B is $31,000 but excludes design, permit fees, tax, export beyond one truck, drainage connection, unsuitable soil, and restoration.

The $11,000 gap is not a saving until the exclusions are priced. Ask Bid B to state allowances or unit prices for each missing item and ask both bidders to confirm the same wall height measurement, loads, property line, outlet, access, and close-out.
