Should a retaining wall stop you from buying a Seattle home?
Not by itself. Establish the wall's condition, consequences, ownership, drainage, permit history, and possible repair exposure before the contractual investigation period ends. A short landscape wall far from a structure is a different decision from a wall supporting a house, driveway, public right-of-way, or neighboring property. A seller or current owner can use the same evidence sequence, but this guide keeps the buyer's deadline and decision at the center.
Do not rely on one source. A standard inspection, seller disclosure, permit record, ECA map, survey, and specialist opinion have different scopes and limitations. The goal is an evidence packet that lets the appropriate professional answer the unresolved question before the buyer relies on a contractor allowance or changes the transaction position.
Five questions determine the size of the risk
Before debating repair price, identify what the wall does. A modest-looking wall can carry serious consequences, while a weathered wall may be a low-consequence landscape feature. The buyer's task is not to diagnose it from appearance; it is to identify consequence and uncertainty early enough to arrange the right review.

Know what a Washington home inspection covers—and what it may not
WAC 308-408C-010 describes a home inspector as a generalist using visual observations, simple tools, and normal homeowner controls. The inspection is not technically exhaustive and does not identify every concealed or latent condition.
WAC 308-408C-170 includes land grade and drainage directly adjacent to the foundation and retaining walls contiguous with the structure. It does not require inspection of noncontiguous retaining walls, reporting on soil or vegetation unless it adversely affects the structure, geological or hydrological evaluation, or a determination that a bulkhead or seawall is adequate.
Inaccessible or dangerous areas are a separate limitation in WAC 308-408C-030. The current rule allows an inspector to exclude areas obstructed or dangerous to the inspector and requires the report to state why a designated item was excluded. Ask before the appointment which walls are included, whether the top and toe are accessible, and how vegetation, fences, stored material, weather, or concealed grade will be handled. Silence about an excluded wall is not a positive condition finding.
The seller disclosure is a question set, not a condition certificate
Washington's improved-residential-property disclosure asks about settling or sliding, defects, permits and final inspections for modifications, shared areas or maintenance agreements, flooding or drainage problems, fill, landslide damage, and critical areas. The statute says the disclosure is based on the seller's actual knowledge and is not a warranty. A ‘don't know’ answer leaves the condition unresolved, while a ‘no’ answer does not replace inspection or records research.
Request relevant permits, approved plans, calculations, geotechnical reports, surveys, as-built records, contracts, invoices, warranties, construction photographs, drainage maintenance, crack or movement monitoring, easements, maintenance agreements, HOA documents, and insurance correspondence. Transaction deadlines and remedies depend on current law and the signed agreement; use the buyer's broker or attorney for notices, contingencies, and contract language.
The statutory form is changing. The RCW 64.06.020 version reviewed here is effective through December 31, 2026, and the Legislature publishes a revised version scheduled for January 1, 2027. Check the version in force for the transaction rather than reusing an older form or checklist.
Search Seattle permit and property history by address
Start with SDCI's Permit & Site History Research Tool. The mailing address, King County tax parcel, and SDCI development site are related but not identical, so review related addresses and records. Search beyond ‘retaining wall’: use rockery, shoring, soldier pile, lagging, tieback, anchor, underpinning, grading, excavation, fill, landslide, stabilization, erosion, drainage, side sewer, dewatering, foundation, driveway, garage, deck, and landscaping.
For newer records, the Seattle Services Portal may show descriptions, applicant teams, related permits, inspections, and available documents. SDCI says many approved plans must be requested from its library using the permit number and address. Older work may require historic records or staff help, especially when an address changed.
Do not stop at ‘permit found.’ Distinguish application, issued, expired, withdrawn, canceled, completed, and finaled statuses, then read related records and inspection results. An issued permit does not prove that every proposed detail was built; final inspection does not warrant present condition or later changes.
Build a wall chronology, not a folder of unrelated PDFs
Match each record to the physical wall using material, location, length, height, tiers, return walls, stairs, railings, drainage outlets, cleanouts, date stamps, patches, and adjoining grades. If a document appears to describe another wall or phase, mark the match unresolved rather than forcing a conclusion.

Check ECA and slope context without turning the map into a diagnosis
SDCI's ECA Code overview says most ECA maps are advisory, detailed property information may be required to confirm critical areas, and some ECAs may not appear on the map. A map flag should change the research plan, not become a claim that the property is unstable. Record possible steep-slope, potential-slide, known-slide, liquefaction, peat, landfill, wetland, riparian, flood, or shoreline context. Then look for surveys, geotechnical reports, ECA decisions, drainage plans, and grading-season conditions in the project record.

Inspect the complete wall system, not only its face
Visual observations cannot establish concealed design, but they can define questions. Photograph from consistent locations where safe. Movement is not measured reliably by one unlabeled photograph; a professional should define reference points, method, frequency, weather notes, and escalation thresholds when monitoring is appropriate.
- Record material, visible height, length, tiers, returns, stairs, railings, and nearby structures.
- Look for continuous lean, rotation, bulging, displaced units, separated joints, failed timber, spalling, exposed steel, or voids.
- Record cracks in the wall, soil, paving, driveway, foundation, stairs, and structures above or below.
- Note settlement, depressions, fresh fill, erosion channels, soil piping, roots, or material loss at the toe.
- Record seepage, staining, efflorescence, ponding, blocked openings, disconnected pipes, downspouts, irrigation, and runoff.
- Identify loads near the top and boundary, right-of-way, utility, and equipment-access constraints.
- Do not drill, excavate, remove support, redirect water, add loads, or enter an unstable area to create evidence.
Recognize when observation becomes an emergency
In the ‘Landslides’ section of its severe-weather page, SDOT lists new ground or pavement cracks and bulges, soil pulling away from foundations, leaning trees, poles, fences or retaining walls, tilting structures, and broken or leaking water lines as warning signs. It says to move to higher, more stable ground when safe, stay away from the slide area, and call 911 if someone may be injured or trapped.
SDCI separately tells owners to leave the premises and call 911 when landslide damage creates a safety concern. The SDOT Landslide Response & Repair page routes non-emergency reports and explains agency response; it is not the source for the warning-sign list. Trace water from source to outlet
‘The wall has a drain’ is not a complete finding. Trace roof and paving runoff, irrigation, uphill run-on, seepage, wall backdrainage, groundwater, and any pump as far as evidence allows. Record catch basins, swales, cleanouts, solid pipe, curb outlets, connections, and overflow paths without assuming a visible pipe is active, permitted, or correctly assigned to the wall.
SPU advises owners to maintain private drainage, watch for erosion and unstable slopes, and avoid directing downspouts onto neighboring property or over a steep hill. Request drainage plans, side-sewer permits, inspection records, cleaning or video reports, and flooding history. Establish boundaries, ownership evidence, and access
The visible face does not establish the legal boundary, ownership, maintenance responsibility, or right to enter neighboring property. Review the legal description, plat, title report, surveys, easements, agreements, HOA documents, and permit plans. King County resources can locate tax and recorded information, but an online parcel graphic is not a boundary survey.
Ask where the footing, reinforcement, anchors, drainage, retained soil, equipment, stockpile, and temporary excavation sit. A contractor's willingness to work does not create access rights. Choose the specialist by the unresolved question
The first specialist may recommend another discipline. A structural wall assessment does not automatically include subsurface exploration; a geotechnical review does not establish a property line; and a contractor estimate should not substitute for either diagnosis.

Make specialist timing and price explicit before booking
No official Seattle or Washington rule fixes how many days a private structural or geotechnical professional will take to accept an assignment, visit, or issue findings. Availability changes with access, records, weather, exploration, analysis, and deliverable type. Ask for two dates in writing: the earliest site visit and the promised written deliverable.
Work backward from the signed contingency deadline. When a consequential wall is already visible, identify firms before the offer. Immediately after mutual acceptance, confirm the contractual deadline and send the complete record. Aim to finish the site visit at least three business days before the deadline and obtain the agreed writing by the preceding business day. These are buyer planning targets, not promises or legal deadlines. Requesting a report does not itself extend the contract.
There is also no official universal fee for a private consultation, letter, report, or repair design. Require a written proposal that separates records review, site visit, written deliverable, further investigation, repair design, and follow-up. An inspection fee is not automatically a design fee, and a verbal consultation is not automatically a written opinion suitable for a transaction decision or contractor bid.

Turn the concern into comparable cost exposure
A quick contractor allowance can understate the decision when bidders assume different work. Make each scenario state repair versus replacement, wall system and geometry, design responsibility, survey and engineering, permit support, demolition and temporary support, access, neighbor protection, drainage and outlet, soil and groundwater, hauling, utilities, restoration, tax, allowances, unit prices, schedule, wet-weather protection, and close-out records.

Take the checklist to the property
Use the separate Seattle retaining-wall inspection checklist before the showing or specialist visit. Its print layout removes site navigation and includes spaces for the address, deadlines, contacts, observations, and unresolved questions. It is a recording aid, not a substitute for findings in the licensed inspector's or engineer's report.

Ask which walls are included and arrange specialist review for consequential or excluded walls.

Give the professional the complete record and agree on visit date, deliverable date, observations, limitations, urgency, and price.

Separate immediate safety work, investigation, design, temporary stabilization, permanent work, permits, drainage, access, and restoration.

Make notices and contract decisions within the signed agreement and current Washington law.

Frequently asked questions
Does a passed home inspection mean the retaining wall is safe?
No universal guarantee follows. Washington's standard inspection is visual and not technically exhaustive; its site scope and exclusions may leave a consequential wall or geological question outside the inspection. Read the agreement and report, then obtain specialist review when consequence or uncertainty warrants it.
Does a finaled permit prove the wall is in good condition today?
No. It is evidence that listed permit and inspection steps were completed at that time, not a warranty of current condition, maintenance, later changes, concealed drainage, or suitability for a new load.

Does no permit record mean the wall was illegal?
Not necessarily. The work may predate searchable systems, appear under another address, have qualified for an exception, or require historic research; it may also have lacked a required permit. Treat the result as unresolved and ask SDCI or the appropriate professional.
Who should inspect a leaning wall?
A structural engineer addresses structural behavior; a geotechnical engineer addresses soil, groundwater, slopes, bearing, and excavation. Some cases require both. For active movement, falling material, broken utilities, building damage, or immediate danger, leave the area and use the emergency path.
Can I obtain a reliable repair price before closing?
Sometimes, when the cause and complete scope are defined. When boundaries, ECA review, drainage, access, or wall system remain unknown, request scenario-based prices and separately price investigation. Do not treat a single allowance for ‘wall repair’ as a complete exposure estimate.
Should I request the seller's engineering report?
Yes, if one exists, together with addenda, referenced plans and survey, construction observations, and close-out records. Verify which wall and project it covers, its date and limitations, and any later site change. A prior report is evidence for the current professional, not a substitute for present judgment.
